Name: Victor North Rivera (Riverside, California)
Source: Victor is an original character, though he's a personification of the very real city of Riverside, California. Despite him being a personified place, he's not a Hetalia character. If anything, he fits into a canon developed by a group of folks on Tumblr who roleplay personified cities and states; in that canon, most places have a personification that lives and works among the regular human citizens of that place, but is immortal so long as the place exists, and whose personality can fluctuate as the demographics and stances of that place change over time. But long story short, he's an OC.
Canon point: March of 2013, I suppose! Unless in-game time is in the past. Then, whatever that is.
